The newspaper Eco Matin stated that on 16 July 2019, Éneo Cameroon and the Consortium signed this Memorandum of Understanding, allowing them to define the modalities of structuring of the Projectas well as the key stages of the development of the solar power plant 02. The signing of this Memorandum of Understanding is an important milestone that paves the way to the finalisation of the Power Purchase Agreement (PPA) with Eneo and early construction, environmental impact studies and the soil component. being completed at 40%.

It was also in accordance with Act No. 2011/022 of 14 December 2011 regulating the electricity sector in Cameroon that Eneo, the national electricity operator, had selected the consortium to finance, construct, operate and sell energy produced by the Maroua and Guider solar power plants after an international tender launched on 6 October 2017 under the supervision of the Ministry water and energy resources (mining) and the Regulatory Agency for the electricity sector (Arsel).

On the other hand, the consortium of developers consisting of Scater Solar, Izuba Sphinx Energy does not arrive in unknown territory.
