backbone of the partnership between the EU, the EU countries and 79 countries of the&nbsp;<a href=\"http:\/\/www.acp.int\" rel=\"nofollow noopener\" target=\"_blank\">Africa, Caribbean and Pacific (ACP)<\/a>.<\/p>\n\n\n\n<p>It aims to reduce poverty to its eradication, to support the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/summary\/glossary\/sustainable_development.html\" rel=\"nofollow noopener\" target=\"_blank\">development<\/a>&nbsp;sustainable economic, cultural and social development of partner countries and to assist the progressive integration of their respective economies into the world economy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"PUNTI_CHIAVE\"><\/span>KEY POINTS<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong>Fundamental Principles<\/strong><\/p>\n\n\n\n<p>The Cotonou Agreement is a close cooperation based on a number of principles:<\/p>\n\n\n\n<ul><li>equality of partners;<\/li><li>ACP countries themselves define their own development policies;<\/li><li>cooperation is not only about governments: parliaments, local authorities, the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/summary\/glossary\/civil_society_organisation.html\" rel=\"nofollow noopener\" target=\"_blank\">civil society<\/a>private sector, economic and social partners play their own role;<\/li><li>cooperation agreements and priorities vary according to different aspects, such as, for example, the development levels of the countries.<\/li><\/ul>\n\n\n\n<p><strong>Organisation<\/strong><\/p>\n\n\n\n<p>Joint institutions were established to support the implementation of the Cotonou Agreement:<\/p>\n\n\n\n<ul><li>The&nbsp;<a href=\"http:\/\/www.acp.int\/content\/council-ministers\" rel=\"nofollow noopener\" target=\"_blank\">ACP Council of Ministers<\/a>assisted by&nbsp;<a href=\"http:\/\/www.acp.int\/content\/committee-ambassadors\" rel=\"nofollow noopener\" target=\"_blank\">Committee of Ambassadors<\/a>:<ul><li>conducts political dialogue;<\/li><li>adopts policy guidelines; and<\/li><li>takes the decisions to implement the Agreement.<\/li><\/ul><\/li><li>It presents an annual progress report&nbsp;<a href=\"http:\/\/www.europarl.europa.eu\/intcoop\/acp\/10_01\/default_en.htm\" rel=\"nofollow noopener\" target=\"_blank\">of the ACP-EU Joint Parliamentary Assembly<\/a>. This advisory body makes recommendations on the realisation of the objectives of the Agreement.<\/li><li>The&nbsp;<strong>Joint ACP-EU Ministerial Trade Committee<\/strong>&nbsp;discusses issues of commercial interest to all ACP countries. It also oversees the negotiation and implementation of the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/?uri=LEGISSUM:4314921\" rel=\"nofollow noopener\" target=\"_blank\">economic partnership agreements<\/a>. It also examines the impact of multilateral trade negotiations on ACP-EU trade and the development of ACP economies.<\/li><li>The&nbsp;<strong>ACP-EU Development Finance Cooperation Committee<\/strong>&nbsp;examines the implementation of development finance cooperation and monitors its progress.<\/li><\/ul>\n\n\n\n<p><strong>The political dimension<\/strong><\/p>\n\n\n\n<p>La&nbsp;<strong>political dimension<\/strong>&nbsp;of the Cotonou Agreement is important and includes:<\/p>\n\n\n\n<ul><li>a comprehensive political dialogue on national, regional and global issues;<\/li><li>the promotion of&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/summary\/glossary\/human_rights.html\" rel=\"nofollow noopener\" target=\"_blank\">human rights<\/a>&nbsp;and democratic principles;<\/li><li>I <a href=\"https:\/\/aedic.eu\/en\/invest-in-africa\/seventh-international-tokyo-conference-on-african-development-ticad-7-japan-sudafrica-and-african-development-bank-reveal-priorities-for-accelerating-the-transformation-trans-journey-of-the-techno\/\">development of policies to consolidate the<\/a> peace, conflict prevention and resolution;<\/li><li>migration and security issues, including the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/summary\/glossary\/fight_against_terrorism.html\" rel=\"nofollow noopener\" target=\"_blank\">fight against terrorism<\/a>&nbsp;and the fight against&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/?uri=LEGISSUM:l33234\" rel=\"nofollow noopener\" target=\"_blank\">proliferation of weapons of mass destruction<\/a>.<\/li><\/ul>\n\n\n\n<p><strong>Activities<\/strong><\/p>\n\n\n\n<p>The agreement includes&nbsp;<strong>cooperation activities<\/strong>&nbsp;to enhance:<\/p>\n\n\n\n<ul><li><strong>economic development<\/strong>&nbsp;focused on the industrial, agricultural or tourism sectors in ACP countries;<\/li><li><strong>social and human development<\/strong>&nbsp;to improve health, education and nutrition services; and<\/li><li><strong>regional cooperation and integration<\/strong>&nbsp;to promote and expand trade between ACP countries.<\/li><\/ul>\n\n\n\n<p>These activities are financed through the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/summary\/glossary\/eu_development_fund.html\" rel=\"nofollow noopener\" target=\"_blank\">European Development Fund<\/a>.<\/p>\n\n\n\n<p>The agreement complies with the rules of the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/?uri=LEGISSUM:r11010\" rel=\"nofollow noopener\" target=\"_blank\">World Trade Organisation<\/a>&nbsp;and allows ACP states to participate fully in the&nbsp;<strong>international trade<\/strong>.<\/p>\n\n\n\n<p><strong>Revision of the Agreement<\/strong><\/p>\n\n\n\n<p>The agreement was signed in 2000 and will come to an end at the end of 2020.<\/p>\n\n\n\n<p>It was recently revised in 2017 (Decision (EU)&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/AUTO\/?uri=celex:32017D0435\" rel=\"nofollow noopener\" target=\"_blank\">2017\/435<\/a>). In 2010, the agreement was adapted to focus on aspects such as:<\/p>\n\n\n\n<ul><li>climate change;<\/li><li>food safety;<\/li><li>HIV\/AIDS;<\/li><li>the sustainability of fisheries;<\/li><li>the strengthening of security in the most fragile regions; and<\/li><li>the achievement of&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/?uri=LEGISSUM:dv0014\" rel=\"nofollow noopener\" target=\"_blank\">millennium development goals<\/a>&nbsp;(replaced, in 2016, by 17&nbsp;<a href=\"http:\/\/ec.europa.eu\/info\/strategy\/international-strategies\/sustainable-development-goals_it\" rel=\"nofollow noopener\" target=\"_blank\">sustainable development goals<\/a>).<\/li><\/ul>\n\n\n\n<p>I <a href=\"https:\/\/aedic.eu\/en\/economics\/cemac-will-accelerate-negotiations-for-economic-partnership-agreement-with-ue\/\">negotiations for a new agreement<\/a> must start by August 2018.<\/p>\n\n\n\n<p>In 2016, a&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/AUTO\/?uri=celex:52016JC0052\" rel=\"nofollow noopener\" target=\"_blank\">communication<\/a>&nbsp;on a new partnership for the period after 2020. It:<\/p>\n\n\n\n<ul><li>is inspired by the<a href=\"http:\/\/sustainabledevelopment.un.org\/post2015\/transformingourworld\" rel=\"nofollow noopener\" target=\"_blank\">United Nations Agenda 2030<\/a>;<\/li><li>supports the&nbsp;<a href=\"http:\/\/europa.eu\/globalstrategy\/en\/global-strategy-foreign-and-security-policy-european-union\" rel=\"nofollow noopener\" target=\"_blank\">global strategy<\/a>&nbsp;for the EU's foreign and security policy that provides strategic guidance on the EU's external interests and ambitions;<\/li><li>is consistent with the&nbsp;<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/?uri=legissum:4301055\" rel=\"nofollow noopener\" target=\"_blank\">European Consensus on Development<\/a>.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"DA_QUANDO_SI_APPLICA_LACCORDO_DI_PARTENARIATO\"><\/span>SINCE WHEN DOES THE PARTNERSHIP AGREEMENT APPLY?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>It has been in force since 1<sup>o<\/sup>&nbsp;April 2003 and was originally due to expire on 29 February 2020.
